本书收录的是中国人民原副总参谋长熊光楷上将1997年至2005年间的主要论述。共分四个部分：部分与中国外交；第二部分《安全问题的发展与安全合作；第三部分中国的安全观与安全政策；第四部分历史使命与中国军队建设。这些几个部分既相互关连又彼此区别，既各有侧重又逻辑相通，围绕复杂多变的，重点论述安全和国家安全问题，并兼顾中国国防与军队建设的因应举措等，可以说是一个相对完整的整体。相信，本书的出版对当下及今后一段时间的中国战略研究会不无启迪意义。本书采用中英双语，也便于交流。
